I have a problem with Matt Cutts and with spam. For example, a fellow came by who I didn’t know and posted a very relevant site and brief discussion to my hubpage. And while some would view this as spam, I viewed it as relevant. I wonder if Google is sophisticated enough to know the difference and sophisticated enough to understand when breaking a “rule” is relevant? What it boils down to is that Google does not know what is inside a person’s head.
On the nofollow links with google I’ve read that google isn’t treating them the same now as people have been abusing it.
As I remember it was mostly down to ‘Page Rank Shaping’ and selling of the links.
I think social bookmarking and 3 way link exchange are the effective link building strategies.

Great points. Interesting about the comments being so low in link value. I always recommend people to keep in the back of their minds any possible way to get a link from a .gov website. One of my blogs has 3 of .gov links and I can tell you they are equivalent to around 20 pr1 links (roughly).
