I have my personal blog hosted at blogger and I ‘m happy with it…I have seen blogger blogs with PR of 7 and 8 and some of them perform with there keywords also.
I’m just trying to learn css and html to make them W3C passed.

I intend to host my blog but I was just wondering about a few things. For one thing, how would the new domain name affect the blog’s alexa rank or PR? Does it mean I have to start building again from the scratch if ever?

More or less yes you will need to start from scratch. All of the backlinks you have created will not give your new domain credit. If at all possible keep your old domain and point it towards your new domain, that way you will be able to keep your old work while building up the pagerank with your new domain.

301 redirect can help it I think. 301 redirect lets SE’s pass the PR also from the previous blog to the new website.
