there is no doubt about increasing in SERPs & PR too by commenting on blog and also on social bookmarking site like digg.com
I would say, social bookmarking is more to traffic. Any new submission on dofollow social bookmarking gives PR n/a backlink. For me, dofollow blog commenting is the best way we can increase SERP and PR for free.
