No, Google don’t penalize any dofollow blog that sharing page rank juice for commentators. They only penalize blogs that sharing page rank with dofollow links on paid posts or paid links.
Is there a chance Google might penalize your blog (by taking the PR) for being dofollow with regards to commenters?
I just have a dofollow list for the top commentators right now
I have tips to increasing a page rank, every time google revise the pagerank of every blog or website.
I knew this already and have always been a do follow blog.
But I never displayed the button that let my readers know I was a do follow.

It’d be useful, I think if you could link the above 8 topics you listed to the posts about them, rather than making people search through the archives.
And I agree, page rank is important, though it shouldn’t distract people from writing good content either. Sometimes we can get obsessed on PR and forget about what makes a blog worth reading.
